After six days of deliberations at the Bonn climate talks last week on the programme budget of the UNFCCC Secretariat for the biennium 2018-2019, Parties are nowhere near to approving it as it was deemed to be skewed against the interests of developing countries.

What at first was terrible news that outraged a large proportion of Argentine society, who see the conviction and imprisonment of dictatorship-era human rights violators as an irrevocable achievement for democracy, became a cause for celebration a week later.
