The WTO Secretariat caused a major stalemate at a meeting of the Committee on Budget, Finance, and Administrat ion (CBF&A) on Thursday (13 September), after it refused to share an agreement that director-general Roberto Azevedo had reached with China for receiving $7 million to promote investment facilitation (IF) without multilateral approv al, trade envoys told SUNS.
