The European Union on Monday stood exposed at the World Trade Organization over its proposed "apportionment" o f tariff-rate quotas (TRQs) following the United Kingdom's departure from the 28-member bloc, after several countries charged the EU for causing "systemi c" problems by reducing the quality and level of TRQ access to WTO members, according to people familiar with the development.
