Trade : Russia wins over national security exception in Ukraine dispute (PRIV)

A WTO dispute panel has handed down a ruling holding that Russia has not acted inconsistently with its WTO obligations i n the Ukraine-Russia dispute over transit traffic measures, where Russia had invo ked the "security exception" under GATT Art. XXI, with some implications in sev eral on-going disputes against the US, where the US has invoked "security except ions" to raise tariffs on steel and aluminum imports.
