Singapore, one of the key members of the "Friends of the System", on 21 March proposed a retreat to discuss how to m ake ministerial conferences more optimal, efficient, and result- oriented follo wing the failure of the World Trade Organization's 13th ministerial conference (MC13 ) in Abu Dhabi, a proposal that was supported by other members of the "Friends o f the System", said people familiar with the development.
